That second fact is good advice in general. Unless they specifically ask, no one is interested in your personal crap. There’s nothing worse than a stranger or acquaintance unloading all their personal bullshit, unbidden, on you.
It’s also good advice for going to court or talking to the police. Answer, “yes”, “no”, or “I don’t recall”. Only elaborate if needed, and even then, stick to the bare facts.
