This is a wonderful Dungeons & Dragons NPC idea for a “Perfectly Ordinary Dog”. An NPC is a non-player character, which is any character in a game that is not controlled by a player. I am using this dog in my next D&D campaign:

Why all the low stats? Sure, a small dog might have low strength, but why low dexterity? Even moderate intelligence would be high for a dog. I see the point of the gimmick, but some of the stat choices are weird.
I think it’s like, an older fat and happy lumbering good boy\girl. Kinda like my Bella. She’s 14, has cancer, has cateracts. She’s slow, not strong in spite of her size, can’t really do long walks, but still smart and knows her commands, and does this tippy-tap dance that is fyccjdufifig adorable when she knows she’s getting snacks or dinner.
Sounds like a Corgi to me
More likely it’s because they put all points into Charisma and had none left to put into other stats than Intelligence. You only get so many points to build with.
