They didn’t have asthma inhalers back then. Having asthma made you ineligible for the military because there was no treatment.

That being said, powdered medication nebulizers existed and were used for asthma treatments…so I suppose it could be argued Steve just found a way to get his hands on an MDI as a modern replacement for the nebulizer he would have carried around or at least had at home.
