The story takes place in a large, open-world city that has been turned into a prison district for Gotham City’s most dangerous criminals. The player takes on the role of Batman, who must navigate the city and its various districts to uncover a conspiracy involving some of his most notorious enemies, including the Joker, Harley Quinn, Two-Face, and the Penguin.
