There’s so many villain things we need more of. We need more Tolerant Pragmatic Villains, more Non-Stereotypical Villains, and We Need More “Incel” Villains! But here’s another list of villains things holywyrm wants to see more of, starting with making them actually funny:

This reminds me so much of Captain Robur from “master of the world”. A Villain who by every right should have been the hero.
That’s basically Sheev Palpatine, although he leant towards the secretly evil side.
So basically Red Reddington?
I came here just to ask this. Except he’s not necessarily a villain, so much as a functionary. If he disappeared then someone(s) would have appeared to fill the power vacuum. At least he tends to draw the line at some point, however ambiguous *his* personal ethical line may appear.
Isn’t that Hank Scorpio from The Simpsons?
Gentleman Johnny Marcone from the Dresden Files fits this soooooo well. Every single point.
You’re describing The Monarch, Dr. Mrs. The Monarch, Phantom Limb, The Sovereign, and so many other supervillains on “The Venture Bros.”
Havelock Vetinari Patrician/Tyrant of Ankh-Morpork fits a number of these.
Check out “Hench” by Natalie Zina Walschots
You want David Xanatos from Gargoyles.
Search web original story “Interviewing Leather” and especially its sadly unfinished (and probably dead) sequel “Interviewing Trey”. A refreshing look on the villain side of the equation
This is Dr Horrible, absolutely, and i cant believe that no one has said it yet
This sounds like Red Menace from Venture Bros (voiced by the Charismatic Clancy Brown) Loves his famlily, has a code. OK, he DOES like to kill, but not out of anger.
