Kinda like being the only country with nuclear weapons or the ability to develop them.
One thing to consider is that given that one person has such a power it’s a reasonable supposition that there are others with the same or similar powers. Frozen is in the same universe as Tangled which adds some weight to this. Other nations would likely try to find and develop those people as a counter to Elsa, either able to undo her actions or as a deterrent (e.g. “You freeze our fields and our fire mage will burn yours”). Much like how after the US developed nukes other nations rushed to develop their own, you nuke us and we nuke you. Very soon you land up with a magical powers detente and power blocks developing around those nations able to wield such magic users.
