  1. For the example of 0.5% increasing to 1%, you could say the probability doubles, increases by 100%, increases to 1% or increases by half a percentage point. I think in most cases the last is least subject to misinterpretation if you know what the initial value is. The second is to be avoided because it involves percentages of percentages.
